Real Operating Costs of an LLC in Montenegro: On The Example Of One Employee, Minimum Salary and Basic Expenses
How much does it actually cost to maintain a limited liability company (LLC) in Montenegro?
Registering a company in Montenegro is only the first step. Even if your business has very limited activity, you should budget for employee costs, payroll taxes and contributions, accounting, a registered business address and other recurring expenses.
This guide provides an illustrative monthly cost breakdown for a Montenegrin LLC (DOO) with one employee earning the minimum net salary of €800, basic accounting and registered-office services, and €150 in additional monthly business expenses.
The purpose is to help entrepreneurs, international investors and individuals planning to establish a company in Montenegro understand the ongoing financial commitment beyond the initial company registration.
1. Minimum Salary in Montenegro
Under Montenegro's current labour legislation, the minimum net salary is €600 per month for positions requiring up to qualification level V, and €800 for positions requiring qualification level VI or higher. The applicable minimum depends on the position's qualification requirements.
For this example, we assume the employee is legally entitled to a minimum net salary of €800 and works full-time.
The employer must account for more than the amount transferred to the employee's bank account. The total payroll cost includes the gross salary, employee tax and contribution deductions, and applicable employer contributions.
Personal income tax is progressive, while municipal surtax (prirez) is calculated on the applicable personal income tax. The surtax rate depends on the municipality.
2. Monthly Payroll Costs
For planning purposes, the following estimate assumes an employee working in Podgorica, receiving €800 net per month, with no additional benefits or special tax adjustments.
Net salary paid to employee: €800
Employee taxes and social contributions: €125
Total gross salary: €925
The estimated employer cost is approximately €925 per month, or €11,100 annually.
The precise amount should be confirmed by a payroll accountant using the employee's contract, qualification level, applicable contribution rates and current payroll rules.
3. Accounting and Registered Business Address
Even a company with little or no commercial activity must maintain appropriate accounting records and comply with applicable reporting and filing obligations.
For this example, we include two recurring administrative expenses:
Monthly accounting and reporting fee: €150
Registered business address / corporate office: €50
Total administrative costs per month: €200
Accounting fees may vary depending on the number of transactions, employees, VAT status, reporting requirements and the scope of services included.
A registered business address provides an official address for company registration and business correspondence. The exact services included depend on the provider's agreement.
4. Other operative expenses
Depending on the activity of the company, there can be additional operative expenses such as: licenses, bank fees etc.
This represents a basic operating scenario for an LLC with one employee receiving €800 net per month, regular accounting support, a registered office and limited business activity.
Which taxes are not included?
The calculation above covers estimated recurring payroll costs and the specified operating expenses. It does not include every possible tax or company obligation.
Depending on the company's circumstances, additional costs may include:
Corporate income tax: Payable on taxable company profits at the applicable progressive rates. It is not calculated as a fixed monthly expense in this example.
VAT: May apply if the company is registered for VAT and carries out taxable transactions. The amount depends on its activities and transactions.
Dividend tax: May arise when profits are distributed to shareholders.
Banking and transaction fees: Actual fees depend on the bank, account package and payment activity.
Annual or exceptional professional services: Additional legal, tax, audit or administrative services may be required depending on the company.
Other statutory obligations: These depend on the company's business activities, employment arrangements and applicable legislation.
The municipal surtax is already considered in the payroll estimate and should not be added again as a separate fixed monthly expense.
Is It Expensive to Maintain a Company in Montenegro?
A company with one employee and minimal business activity can use an illustrative baseline budget of approximately €1,125 per month under the assumptions in this guide.
However, the actual cost depends on the employee's legal salary category, the municipality, payroll calculations, accounting arrangements and the company's activity.
It is also important to distinguish the cost of maintaining a company from the cost of establishing it. Initial registration, document preparation, notarisation, translation and other setup services may generate separate one-time expenses.
For foreign entrepreneurs, the overall budget may also need to account for residence permits, family reunification, banking arrangements and other relocation-related services, where applicable.
